Rachel C. Green, MPA has spent her life uplifting communities across New Jersey, with an unwavering dedication to education, equity, and social justice. A proud New Jersey resident for over 50 years, Rachel lives in Millville with her husband, Franklin Green. She is the devoted mother of two adult children, Alexandra and Alston, and her heart, her granddaughter Frankie Lu, Rachel’s commitment to creating brighter futures extends far beyond her own family.
Rachel’s educational journey reflects her deep belief in lifelong learning and servant leadership. She holds a bachelor’s degree in business management and a master’s in public administration and is currently pursuing a Doctorate in Organizational Leadership. Her passion for strengthening communities through sound governance and visionary leadership has guided every step of her career.
Rachel has championed positive change as an advocate, organizer, and policymaker. As a member and past President of the Deptford Township Board of Education — notably the first Black woman to hold the role — she collaborated with fellow board members, administrators, and staff to develop innovative programs and cost-saving measures that improved educational outcomes and fiscal responsibility. As a result, it produced zero tax increase for the taxpayers of Deptford.
Beyond her local district, Rachel’s influence reaches across New Jersey and beyond. She serves on many key women’s organizations that work towards empowerment for all. A trusted leader, her tireless work has earned widespread recognition, including the 2025 Women of New Jersey Women of Distinction Award for Legal & Policy Advocacy, the 2023 Community Service Award from the National Coalition of 100 Black Women, and earlier honors like the Gloucester County NAACP Image Award in Education and the South Jersey African American Chamber of Commerce President’s Award.
Rachel has also served her community in numerous appointed and elected roles. Through every position — whether on a school board, community advocacy, social justice, or campaign trial, Rachel C. Green, MPA has exemplified what it means to lead with courage, vision, and a steadfast commitment to a fairer, more inclusive New Jersey for all.
